Phase 2 moves families from recognising concerns into responsible action, focusing on the foundations of safe dementia care. This phase addresses what safe, appropriate care looks like in practice, long before crisis or diagnosis occurs.

The content centres on carer roles, scope of care, and duty of care, helping families understand who can safely do what, where boundaries sit, and why unrealistic expectations place both the person and carers at risk. Families are supported to recognise when care becomes unsafe, inconsistent, or unintentionally neglectful — even when intentions are good.

A core component of Phase 2 is safeguarding. Families learn how to identify risk, neglect, and abuse; understand their rights and responsibilities; and know exactly how and where to report concerns. The phase provides clear guidance on legal and professional frameworks including the Care Act, Mental Capacity Act, CQC standards, and safeguarding duties.

Phase 2 also addresses practical care systems, including documentation, observation, record-keeping, financial safeguards, and transparent working arrangements with paid carers. The emphasis is on building safe, accountable care structures that protect dignity, autonomy, and wellbeing while reducing risk.

This phase sets the standards for safe, lawful, and ethical dementia care, forming a critical foundation for all later phases of the Family Pathway.
